The whole idea of 'average height' implies that there will be some people taller than it, and some less tall; but we're not necessarily talking giants and dwarfs. The whole thing is a set-up designed to illustrate the lyric, 'somewhat small for one so tall' and if you keep that in mind it will all make a lot more sense
